Where does the $$ from Parking Garage tax of 18.375% in NYC go??

Question: NYC proposing making people PAY to drive in during peak hours. What happens to those who already pay monthly parking averaging $400/month at 18.375% tax? Where does the money for the tax go? Any why are those people going to have to PAY MORE to come in on peak times? PLUS, wreck there cars in the process since the streets aren't paved.
Answers: It goes to my offshore accounts where I'm amassing the funds necessary to achieve world domination!!

MUAHAHAHAHAHAHAHAAAAAA!!! Soon you will all feel my wrath and the fury of my legions as I take control of all that surrounds you!!

(Sorry, got a lil carried away there. Disregard the previous statement as the convoluted ramblings of a maniac.)

As near as I can tell, the taxes are dropped into a general fund to be used at the discretion of the city, always a chancy proposition.
I believe it goes into the city's general fund.
